Summary You will serve as a INDUSTRIAL HYGIENIST in the INDUSTRIAL HEALTH BRANCH, OCCUPATIONAL SAFETY HEALTH & ENVIRONMENT OFFICE of NORFOLK NAVAL SHIPYARD. Duties * You will conduct surveillances, site visits, and evaluations of work processes, facilities, buildings, ships, equipment, and materials to identify health hazards and violations resulting in the same. * You will participate in the overall activity/unit management including committees, councils budgeting, employee relations, injury compensation, training, and providing other functional assistance relative to occupational health issues * You will provide survey/evaluation reports, including findings, recommended corrective actions, notifications of personnel exposure, and medical surveillance enrollment notices. * You will develop, review, audit, and coordinate occupational health training and education and/or provide informal health training * You will analyze exposure sampling data to identify the degree of hazards to which employees are exposed, exposure trends, and candidates for hazard reduction and to recommend corrective actions. * You will evaluate, recommend and/or develop hazard control measures for unhealthful working conditions, operations, and practices. Time-in-grade requirements must be met by the closing date of this announcement. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. * Males born after 12-31-59 must be registered for Selective Service. * This is a bargaining unit position. * You will be required to successfully complete a pre-appointment physical examination. * You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * The incumbent may be required to work overtime to meet mission requirements and especially to obtain necessary exposure monitoring, and often with little notice. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience developing an exposure monitoring plan for job completion, including performing personal exposure monitoring using multiple types of media and multiple stressor types. * Experience prescribing and implementing/verifying engineering controls and personal protective equipment, and verifying exposures are as anticipated based on results. * Experience performing surveillances/site visits covering multiple program areas to ensure regulatory requirements are being met. * Experience prescribing respiratory protection controls and protocols. * Extensive displaying knowledge in OSHA shipyard regulations, as well as requirements specified in OPNAV M-5100.23. * Extensive experience identifying and correcting deficiencies through onsite mitigation as well as prescribing alternate controls when necessary. * Experience interpreting sampling data and regulations and communicating results to employees and supervision/management. * Experience communicating health effects of known stressors, and providing direction, both in writing and orally. Knowledge and experience related to multiple Industrial Hygiene programs, (e.g. Respiratory Protection, Ventilation, Toxic Metals, Hearing Conservation, etc.). GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience performing personal exposure monitoring and implementing/verifying engineering controls and personal protective equipment based on results. * Experience performing surveillances/site visits to ensure regulatory requirements are being met based on knowledge in OSHA shipyard regulations, as well as requirements specified in OPNAV M-5100.23. * Experience identifying and correcting deficiencies. * Experience interpreting sampling data and regulations and communicating results to employees and supervision/management. * Experience displaying knowledge related to multiple Industrial Hygiene programs, (e.g. Respiratory Protection, Ventilation, Toxic Metals, Hearing Conservation, etc.). Basic Requirements The education must be accredited by an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Applicants must meet one of the following requirements: * A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
* A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
* Certification from the American Board of Industrial Hygiene(external link) (ABIH).
Courses in the history or teaching of chemistry are not acceptable.
In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below: GS-11: Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree GS-09: Successful completion of a bachelor's degree or higher in toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.
